Definition

A "rockermiljø" (rocker environment) refers to the social and criminal milieu surrounding outlaw motorcycle gangs (OMCGs), characterized by hierarchical club structures, territorial control, and often systematic involvement in organized crime. While not a formal legal term in U.S. federal criminal law, such environments are prosecuted under the Racketeer Influenced and Corrupt Organizations Act when they meet the statutory definition of a criminal enterprise.

Under RICO, a rocker environment may constitute an "enterprise" when it demonstrates an ongoing organizational structure engaged in a pattern of racketeering activity. This includes activities such as drug trafficking, weapons offenses, extortion, assault, and murder committed to advance the organization's interests. Federal prosecutors have successfully applied RICO to major motorcycle clubs by establishing that the club itself functions as a continuing criminal enterprise, with membership requiring participation in or support of illegal activities.

The organizational hierarchy typical of rocker environments—including positions such as president, vice president, sergeant-at-arms, and prospects—provides the structured framework necessary to establish RICO liability. The requirement of demonstrating loyalty through criminal acts, territorial enforcement, and coordinated illegal operations helps prosecutors prove the "pattern of racketeering activity" required under the statute. Courts have recognized that while motorcycle clubs may claim to be legitimate social organizations, systematic criminal conduct by members acting on behalf of the club can transform the organization into a RICO enterprise.

In true crime contexts, the term is used more broadly to describe the subculture, lifestyle, and criminal networks associated with outlaw motorcycle gangs, including support clubs, affiliated businesses, and the social ecosystem surrounding these organizations. This includes the code of silence, violent enforcement of club rules, and the distinction between "one-percenter" outlaw clubs and legitimate motorcycle organizations.
