Juvenile delinquency is the legal designation for a federal criminal offense committed by a person who had not yet reached their 18th birthday at the time of the act. Under federal law, a "juvenile" is defined as an individual under 18 years of age, and in certain procedural contexts, the term may also apply to persons under 21 if the alleged offense occurred before they turned 18.

The federal framework for handling juvenile delinquency is established by the Juvenile Delinquency Act, codified in Title 18 of the United States Code. This legislation creates a separate procedural track for young offenders, recognizing that individuals who commit crimes while still minors may benefit from rehabilitative rather than purely punitive approaches. The Act provides federal authorities with discretion in determining whether a case should be handled within the juvenile justice system or transferred to adult criminal court.

The distinction between juvenile delinquency and adult criminal prosecution carries significant legal consequences. Juvenile proceedings typically emphasize rehabilitation and may result in different sentencing options, facility placements, and record-keeping practices compared to adult convictions. However, federal law does permit the transfer of certain serious cases to adult court, particularly when the juvenile was 15 years or older at the time of the offense and the alleged crime involves violence or drug trafficking.
